§ 10.4. Adoption of Budget.

Not before the 10th day of May, nor later than the last day in May in each year, the City Council shall be ordinance adopt a budget for the next fiscal year, shall appropriate the money needed for municipal purposes during the next fiscal year of the city and shall provide for a levy of the amount necessary to be raised by taxes upon real and personal property for municipal purposes, subject to the limitations contained in Section 11.1.
