§ 32-33. Regulations.

This article shall be liberally construed for the purpose of providing a sanitary and satisfactory method for the preparation, collection and disposal of solid waste and recyclable material. The city manager is authorized to make such rules and regulations as from time to time appear to him to be necessary to carry out this intent, but such rules shall not conflict with this Code.
