§ 4.1. Definitions and Interpretations.

  • Except as otherwise specifically defined herein or indicated by the context, words used in this Charter shall have their ordinary dictionary meaning.

    (a)

    Legislative Body. All elected members of the Council, and where a three-fourths vote is required by law, four affirmative votes are necessary.

    (b)

    The "law" or "general laws of the State" shall denote the Constitution and the Public Acts of the State of Michigan, (Statutes in effect at the time the pertinent provision of the Charter is to be applied or construed.)

    (c)

    Unencumbered Appropriation Balance. That part of an appropriation which remains after the purpose for which the appropriation was made is fulfilled.
