§ 3.1. City Council.

The legislative authority of this city shall be vested in a Council composed of five members, one of whom shall be Mayor. All members shall have equal authority.

The Council shall be the governing body of the City and shall exercise all power conferred upon or possessed by the City by adoption of laws, ordinances and resolutions except as limited by this Charter or state law. No individual Council member shall on his own initiative, issue orders to any City employee.
