§ 42-182. Purpose.

  • (a)

    The city has established a water supply system (the system) for the residents and businesses of the city, and hereby amends and restates all prior ordinances of the city relating to the system and the charges, rates and fees for services of the system in amounts sufficient to pay:

    (1)

    The expenses of administration and the costs of operation and maintenance of the system; and

    (2)

    The cost of replacement, repairs and improvements to the system.

    (b)

    The city's engineers have advised the city that the rates, charges and fees authorized hereby and the method of allocating those rates, charges and fees to users of the system are proportionate to the necessary costs of providing the service at the levels demanded by the users.
