§ 22-104. Loitering on public property.

  • Any person who shall loiter, wander, stand or remain idle in a public street, sidewalk, park or public place so as to hinder or impede or attempt to hinder or impede the passage of pedestrians or vehicles shall be guilty of a misdemeanor. For purposes of this section, the term "loiter" shall mean remaining idle in essentially one location and shall include the concept of spending time idly; to be dilatory; to linger; to stay; to saunter; to delay; or to stand around. For purposes of this section, the term "public place" shall mean any place to which the general public has access and a right of resort for business, entertainment or for lawful purpose.
